Proposals for Land East of Horndean Southern Expansion

The proposed Land East of Horndean Southern Expansion site is located to the south of the existing Land East of Horndean site. It was previously promoted through the Council’s Local Plan process by the landowners in 2019.

The proposals form a logical and sustainable extension to the existing Land East of Horndean site and provide the opportunity to deliver the following.

  • Connections to Havant Thicket, the new reservoir and multifunctional green spaces
  • Connectivity to the existing Public Rights of Way (PROW) and foot/cycle path networks to promote walking and cycling
  • Both formal and informal Open spaces, including four areas across the site with a focus on play areas to suit children of all ages
  • A new extended, bus route within walking distance of all new residents and Havant Thicket
  • Provision of key new links to the local and surrounding area, specifically Horndean west & east of the A3(M), Havant Thicket and Rowlands Castle
  • The early delivery of much needed new and affordable homes (the site has the potential to deliver approximately 800 new homes)
  • Access to community facilities, such as a local centre, primary school, employment and sports, which are coming forward in the Land East of Horndean allocation
  • New sports pitches and a pavilion building
  • Enhanced areas for nature conservation

Existing Land East of Horndean Site

Bloor Homes has already secured planning permission for the site immediately adjacent to the north, known as Land East of Horndean (LEOH), an allocated site in East Hampshire District Council’s Local Plan.

Outline planning permission was granted in December 2021. Following this, Bloor Homes submitted two reserved matters (detailed) planning applications which were both approved in December 2024. These represent Phases 1 and 2 of the outline permission. The third reserved matters (detailed) application has now been submitted to East Hampshire District Council. The remaining phases of the approved outline permission (residential phase 4, local centre, community facilities phase, play area and skate park and primary school) will be delivered through separate reserved matters (detailed) planning applications in due course.
